Topic:  Moving the Receiver General for Canada into the Digital Age – How the Federal Government is taking the lead

The Receiver General for Canada is responsible for issuing payments, accepting payments, and preparing the Public Accounts for Canada, more specifically we have responsibility for:

  • The federal government treasury - all the public money received and disbursed by the government of Canada and for all balances held on deposit in the Bank of Canada and with financial institutions;
  • Maintaining the Central Accounts of Canada and other accounting records of the government; and
  • Providing related financial reporting and analysis of the government's financial transactions and position.

    In response to the  Minister of Finances’ Task Force for the Payments System Review recommendations as published in December 2011, the federal government was given a clear mandate to take the lead in bringing about a swift and secure evolution to move to a modern digital payments system, not the least of which was the opportunity to offer governments, businesses and consumers alternative e-payment methods that deliver greater benefits than our existing cheque-based infrastructure with “a reasonable goal of eliminating  80 per cent of cheques by 2020.”

    Erin Mostovac, a Senior Director with the Receiver General for Canada, Public Works and Government Services Canada will present an overview of how the federal government is moving into the “digital age”  including  the federal initiative to phase out of cheques by April 2016 and the drive to an e-invoice presentment and electronic payment processing system.

    Erin Mostovac is the Senior Director responsible for a number of initiatives relating to the modernization of the Receiver General for Canada and in particular the federal government initiative to phase-out of cheques in favour of direct deposit as announced by the Minister of Public Works and Government Services Canada in April 2012. 

    Erin has 23 years of experience with the Government of Canada including  22 years with the Canada Revenue Agency (CRA) in a variety of progressively more senior positions.  Prior to joining Public Works and Government Services Canada to lead the Receiver General Modernization initiatives, Erin was the Director, Horizontal Programs Division with the Assessment and Benefit Services Branch of the CRA where she was responsible for several national taxation programs, including revenue processing, records management, business reconciliation and accounting and specialty service programs. Erin represented the CRA on the E-invoicing and Payments Working Group as part of the Task Force for the Payments System Review. She was also responsible for the oversight and administration of the national taxpayer relief program, formerly the tax fairness administration and for the development and oversight of the new Service Complaints program and the launch of the Canada Revenue Ombudsman program as part of her executive duties while with the Tax Appeals Branch, CRA.

    Erin has significant experience in the administration of several national tax programs as well as experience in large scale business and IT  transformation projects.
